Zelensky said, "We continue to carry out active operations in the border regions on the enemy side, and this is definitely fair. Because the war should return to where it came from."

Ukrainian President Volodymyr Zelensky confirmed the presence of Ukrainian forces in Russia's Belgorod region, stating that the active operations in the border areas are a justified response to Moscow's ongoing full-scale invasion. Zelensky emphasized that the primary aim of these actions is to protect Ukrainian towns and settlements in the Sumy and Kharkiv regions, which Russia regularly attacks. It is alleged that Ukrainian forces crossed the Russian border into the Belgorod region at the end of March. In an assessment made by the Institute for the Study of War using satellite imagery on March 29, it was reported that Ukrainian soldiers advanced as far as the village of Popovka, near the border between Russia and Ukraine. Moscow confirmed the attack, stating that Ukrainian forces were attempting to enter the western part of the Belgorod region. Russian officials claimed that Kiev was trying to create a "negative backdrop" during the ongoing discussions between Vladimir Putin and Donald Trump. This is not the first time Ukrainian forces have crossed the Belgorod border. Since 2023, there have been sporadic raids into the region, including by Russian volunteer soldiers fighting on the Ukrainian side. These raids usually lasted a few hours and did not carry significant strategic importance. It remains unclear how many soldiers are currently on the ground, how much importance Kiev places on the new Belgorod attack, and how long they plan to endure.
